H.E. Mr. Anil Kumar Rai

Ambassador of India to Federal Democratic Republic of Ethiopia


Prior to assuming charge of the Ambassador of India to the Federal Democratic Republic of Ethiopia in February 2024, Mr. Anil Kumar Rai was Joint Secretary (Parliament & Coordination) at Ministry of External Affairs, New Delhi, dealing with coordination with ministries and departments of the Union as well as State Governments, legislators, non-governmental organizations etc.

Shri Anil Kumar Rai joined the Indian Foreign Service in 2001.  After completion of Diplomatic training, he was attached to the Gulf Division of Ministry of External Affairs, New Delhi, as Officer Trainee.  Thereafter, he completed the compulsory language training in Arabic at Cairo (Egypt). He has served in various capacities in Cairo, Kuwait, Dhaka, Headquarters at New Delhi and at the Permanent Mission of India to the United Nations Offices in Geneva.  Details of diplomatic assignments so far include:

  • 2003-2006 – Third/ Second Secretary at the Indian Embassy in Cairo, looking after Press & Information and Cultural work;
  • 2006-2009 – Second/ First Secretary at the Indian Embassy in Kuwait, looking after Economic, Commercial and Consular issues;
  • 2009-2012 – First Secretary and Head of Chancery at the High Commission of India, Dhaka, looking after Economic Cooperation and India’s Developmental Assistance programmes with Bangladesh;
  • 2012-2014 – at the Ministry of External Affairs, New Delhi in the Development Partnership Administration, handling India’s Developmental Assistance Programmes and connectivity projects with neighbouring countries;
  • 2014-2017 – as Counsellor at thePermanent Mission of India to United Nations Offices at Geneva, looking after India’s engagement with organisations like UN office for Coordination of Humanitarian Affairs (OCHA), UN High Commissioner for Refugees (UNHCR), UN International Strategy for Disaster Reduction (UNISDR), International Organization for Migration (IOM), and Multilateral Environment Agreements like Basel, Rotterdam, Stockholm, Minamata, Ramsar Conventions etc., along with Administration and Finance of the Indian Mission.
  • Consul General of India at Shanghai (China) from November 2017 till September 2020.

Shri Anil Kumar Rai was born on 25 April 1973; holds Master’s degree in Geology and Water Resource Management. He speaks English, Hindi, Chhattisgarhi, Bhojpuri and Arabic.
